The Next Chapter

by Nancy Sommers
Every four years, on January 20 at noon, a new presidential term is born in the United States. Each administration carries its own individual energetic pattern which will reverberate for the entire forty-eight months, although different features in the blueprint will be emphasized at different times. As the planets which describe this innate pattern continue their endless dance through time and space, various sensitive points on the natal Inaugural chart will be activated, bringing the potential strengths and flaws hidden within each presidential season into manifestation.

Before discussing the upcoming 2009 Inaugural chart, it is useful to take a very brief glimpse at some of the issues described in recent administration birth charts. The chart for the second administration of Bill Clinton provides a fascinating example. Although the entire Inaugural chart of any administration can be seen as describing a president’s term in office, it is the Sun and the Midheaven that are most closely associated with the fate and character of the president him or herself. Despite Clinton having been an immensely successful and popular president, with the natal Inaugural Sun conjunct Jupiter, trine the Node and Mars, and sextile Saturn and Pluto, he nonetheless experienced the insidious destructiveness, self-delusion, and enveloping scandal of Neptune in 1998. In that year, transiting Neptune had moved from its natal 3-degree distance from the Sun in the Inaugural chart (27Capricorn34) to an exact conjunction (00Aquarius41), reaching the critical one-degree orb for the first time the day the Lewinsky story broke in the mainstream press on January 21. The final pass of Neptune to the Inaugural Sun came in December 1998, exactly two days past the day that Clinton was impeached, on December 19. It is worth also noting that the Saturn station in late November and all of December 1998 was exactly square the Inaugural Midheaven, a sign of the tarnishing and diminishment of Clinton’s reputation (Midheaven) at that time.

The first George W. Bush Inaugural chart of January 20, 2001, was strikingly indicative of the unilateral aggression, the radical agenda, and the paranoia and fear-mongering to come. On the one hand, an overly strong and poorly-aspected Uranus, the planet of independence and revolution, described policies that unequivocally and unabashedly broke from precedent, were aggressive and rash, and caused a great deal of conflict and controversy. The very problematic aspects to natal Pluto, on the other hand, conjunct the Moon and square to Venus, suggested the very intense emotions of fear, agitation, paranoia, and hysteria that were unleashed on September 11, 2001, and stoked subsequently by a rabidly opportunistic administration. Not only was transiting Saturn stationary opposite Inaugural Pluto (14Sagittarius25) for all of September and the first half of October 2001, but transiting Pluto had moved up to an exact square with Inaugural Venus (17Pisces46) during 2002 and 2003, as well as an exact conjunction with Inaugural Moon (19Sagittarius03) beginning in January 2003, stationary for the first five months of the year. This latter aspect, in particular, activated the easily agitated, manipulative, and paranoid natal Pluto/Moon conjunction and marked the height of the Bush administration’s demagoguery with respect to the supposed threat posed by Saddam Hussein. It is also worth noting that the devastating and deeply upsetting disintegration of the Space Shuttle Columbia on February 1, 2003, came during the Pluto conjunction of the Inaugural Moon.

The second George W. Bush Inaugural chart of January 20, 2005, offered an entirely different experience to the inhabitants of the White House. No longer was the world simply the subject of the neocon fantasies of global hegemony. It had begun to fight back with devastating results. In the 2005 chart, Saturn is in adverse aspect to almost every point in the chart (the Sun, the Moon, Mercury, Venus, Jupiter, Pluto, the Midheaven, and the Node), describing a four-year period fraught with obstacles, frustrations, and failures. Moreover, the planetoid Chiron sits atop the Midheaven, indicating a chronic and festering wound bound up with this presidential term, likely an augury of the seemingly irresolvable calamity of Bush’s involvement in Iraq.

Other than the slowly-unfolding, Saturn-tinged disaster in the Iraq War during this presidential term, the most memorable events are likely to have come from the upsetting and dramatic transits of Uranus, first square to the Inaugural Moon (9Gemini17) in 2005, during Hurricane Katrina and the Cindy Sheehan-led, early anti-war movement, and, secondly, square to Inaugural Mars (18Sagittarius01) from April 2007 through February 2008, which has brought the administration into a fighting crouch (Mars/Uranus) as its dark innards are being exposed to the world. Its grotesquely incompetent and corrupt Attorney General and his politicization of the Justice Department have been revealed during the first pass of Uranus square to Inaugural Mars, and the manipulations and intrigues of a megalomaniacal and secretive Vice President have been largely unmasked during the second pass, which will wax in intensity through early August 2007. Moreover, a titanic clash between the administration’s claims of executive privilege and the Congress’ investigations into untold administration misdeeds is heating up during the second pass and is likely to escalate into a constitutional crisis fought out in the courts. No doubt, further controversy and strife will engulf the Bush administration for the duration of this transit, reaching some kind of crescendo during the final pass of Uranus square Inaugural Mars in January and February 2008.

With the January 2009 Inaugural chart, once again the national political mood will shift, as it does every four years. On the one hand, the next administration will be far more generous and more successful than the current White House resident due to Jupiter conjunct Inaugural Sun, Mercury, and Node in the 10th house, a very beneficent configuration. In addition, the Moon will be sextile Inaugural Sun, suggesting a basic harmony between the people and the president. On the other hand, the Venus/Uranus conjunction opposed to Saturn in the 2009 chart indicates considerable tension between attempts at transformation that move the country into the future (Uranus) and the limitations and restrictions imposed by real-world, sometimes very painful considerations (Saturn).

During 2009, through mid-July, considerable difficulties are likely for the 44th president due to the transit of Saturn opposite Inaugural Venus (17Pisces46). A troubling time is also indicated in the July 4, 1776 US chart with the first crossing of Pluto opposite US Venus (3Cancer06), stationary from February through April 2009. Taken together, these two transits point to a very anxious and upsetting period in the first half of 2009, quite possibly as an aftermath to the Saturn station square the US Mars from late November 2008 through January 2009. This Saturn transit at the end of the Bush administration suggests events of great stress for the nation, quite possibly adversely impacting the military (Mars) in some way. It falls at the tail end of an increasingly aggressive and crisis-ridden period indicated by Uranus square to US Mars from April 2008 through February 2009. This probable crisis in late 2008 and early 2009 may well leave a residue of anxiety and problems for the next administration during its first months. In any event, the new president will be challenged significantly with some grim circumstances during his first months in office

Unfortunately, the Pluto transit opposing US Venus continues through October 2010 and will be exacerbated by transiting Saturn in square from late November 2009 through August 2010. Especially during the times when Saturn is in close square aspect to US Venus (late November, early December 2009, February and August 2010), these are likely to be very stressful, grief-filled times for the nation. This shows up in the Inaugural chart as Saturn coming into square with Inaugural Pluto (1Capricorn57), a time when alliances with foreign powers may be under severe strain and the president may feels the limitations (Saturn) of his power.

Noteworthy for its absence in the 2009 Inaugural chart is the extremely strong Mars of the last two presidential charts indicative of the hyper-militarism and confrontational attitude of the past several years. The 2001 chart had an angular Scorpio Mars square to Uranus/Mercury and opposite Saturn. The 2005 chart had a Sagittarian Mars conjunct Pluto. The 2009 chart, in contrast, has a Capricorn Mars trine Saturn and sextile Venus, suggestive of contained and thoughtful assertiveness and balance, a welcome change for a Bush-weary nation.

Ultimately, it is the trinity of charts - the US, the Inaugural, and the president’s - that will give the clearest picture of the road ahead. Once we know who will be sitting in the Oval Office, a truer picture will emerge for us to ponder. In the meantime, the next Inaugural chart holds great promise for saner and more hopeful times, although substantial difficulties will also be present, as the United States finds its way along the long road ahead.
