Can Rudy Giulianni Win?

We are quickly approaching the most important months in the presidential race and up to this point Rudy Giulianni’s name is one of the most recognized in the race.
As the Mayor of New York City, Giulianni’s national recognition took flight in the aftermath of the 9/11 crisis because of the way he managed and responded to the most unparalleled crisis ever experienced on American soil (tr. Saturn conjunct Sun; tr. Uranus opp Moon; SA Uranus=Mars, all leading into Saturn Return; SA Mars=MC=ASC).
Giulianni is also known for his multiple marriages and the stances that he takes that separate him from his Republican Party (he is pro-choice; he favors gun control). The most impressive statement about his past mayoral career is that the reduction of crime in New York City was dramatic. It is the latter that couples with the way he managed New York during the 911 crisis that gives him the anti-terrorism platform that he is using as the main focus of his bid for the presidency. In his mind, he has proven that he knows how to handle those kinds of crisis situations. But does that mean that he has what it takes to be the President of the United States?
Horoscope Overview

Rudy Giulianni was born May 28, 1944 at 2:30 PM EWT in Brooklyn, New York (the suburb of Manhattan). The first impression of his horoscope shows a complete upper (Southern) hemisphere emphasis. In this orientation, there is a suggestion and an expectation of a life orientation that is directed out in the world. In astrological terms, think of it as a pulling away from 4th House matters and a pulling into 10th House matters (career; status in the world, etc.) Through this desire to be “out there,” there is a tendency to be pushed around, controlled or victimized by experience. Let’s face it, when you live a very public life, especially as a politician, it is as though you wear a dart board on your back. Others are constantly taking aim to see if they can get the bulls eye. We see Giulianni being swept up by circumstances that happen to him. The positive side of this can be seen in the way he managed his city in the aftermath of 911. That was a situation that happened to him and not one of his making. It was a “circumstance.” His life has been and is likely to continue to be full of circumstances and events that happen to him. His reaction to these circumstances is what makes or breaks his reputation.
The Sun-Moon blend suggests an intensely individuated, innovative core, immersed in diversity, communication, and wit, expressed in a jovial personality that needs ego security. This is a dramatic, even theatrical personality expression of all that is witty, glib, and even a bit on the smart aleck side. We can deduce that he is using politics as a way to gain the love, respect, and recognition that is so strongly needed. All of this expressed through an image that is really other than it seems (Neptune conjunct the Ascendant).
The keys here are:
a) The conjunction of Uranus to the Sun. His life-energy is immersed in all that is individuated and innovative, especially when it comes to the law and world views. He will tend to need to follow his own lead (corroborated by Mars=Ura/Asc), thus his lack of reserve about going against the conservative views that his political party is known for. As the rulers of the V-XI axis, there is a spillover effect into his personal romantic life that surely played a key role in the multiple marriages via affairs, sexual intensity, etc.
b) Anytime Neptune is conjunct the Ascendant, you must be cautious that what you are seeing in a person is not what the person really is. There can be a grave difficulty being honest with one self that obviously makes it difficult to be honest with others. As well, Neptune conjoining the Ascendant is also opposing the Descendant so there is a higher than average chance of marital discord (Bill Clinton). In this case, with Pisces as ruler of VII, the chances are even higher of marital discord, scandal, etc. In this case, with Saturn squaring Mercury, there is no wonder that his personal relationship life has been so tumultuous.
c) The focus in House XI shows a very strong need for love, attention, and recognition, highlighted by the Moon in Leo. He needs the applause, the pats on the back, etc., and will need to present himself somewhat theatrically to fulfill the need.
d) There is no focus in the Water element, which suggests that there is a void in the emotional frame of reference. What happens typically is that one aligns oneself with a cause, movement, “ism” or “osm” in which one can get emotional about. For Giulianni, the subject of terrorism is the likely target.
e) The horoscope is really low in tension, which is very unusual in the horoscope of someone who has achieved at such a high level in life. Motivation and desire are symbolized by the tension in a horoscope (especially when Saturn or Mars are conjunct, square, quindecile, or in opposition to the Sun or Moon). Bill Clinton’s horoscope is quite similar in its lack of tension so it is not, by itself, a strike against Giuliani. It means that he has to work harder to focus himself.
f) The Midheaven and Ascendant are at the Aries Point, a corroborating symbolism regarding “public-ness.” Mercury, ruler of the horoscope is at the Jupiter/Pluto midpoint, a very clear symbol of success potential.
g) The vocational promise of Giulianni’s horoscope is a dual or secondary career, probably in ways where he speaks helpfully to others in ways that help their lives.
Looking Ahead
Astrologers say a lot of different things about “predicting” the future. I am uncomfortable with the word, “predicting” because it implies that people have no say-so in what happens to them in the future, that thus and so is going to happen because of planets. I prefer the word, “projecting.” We can project ahead in a person’s life by merging that person’s reality with the measurements instead of controlling the person’s life by what we know about astrology. It is the practical way of dealing with the lives of people. We must always remember is that the only thing that can happen is what can happen. Our reality here is that Rudy Giulianni is trying to become the next American president. What we need to do is take that fact and project forward to see how it fits in with the measurements.
Life-changing circumstances are almost always shown when the planets Saturn through Pluto make hard aspect contact (transit or Solar Arc) to an Angle, the Sun or Moon. To this list we can add SP Saturn conjunct, square or opposed natal Saturn. If you want to determine whether or not there is significant life change potential in a person’s life, look for any of the aforementioned aspects. In the case of presidential elections, based on study, Jupiter is often significant.
Transiting Pluto will be “at” Giulianni’s Midheaven and Ascendant until November, 2008 and this is about as strong as measurements come. By itself, it suggests a sweeping change into a new beginning, as well as the strong prominence that comes from running for the office. This sounds good for him thus far. However, transiting Pluto will be opposing his Saturn while transiting Saturn squares his Sun late this year. Pluto-Saturn contacts suggest hard times, difficulties, etc. At best, these aspects suggest an extreme focus on ambition and hard work but usually, we expect difficulty and trouble. What is really troubling is the transit opposition of Neptune to his Moon, co-ruler of the Midheaven, a transit in effect through early 2009.
Interestingly, Pluto makes its last transit contact to the Angles, followed by SP Moon opposing Saturn and finally SP Moon opposing the Midheaven.
The Verdict
Astrology suggests that Rudy Giuliani will not win this election. In my opinion, he will come to a realization in 2008 that he cannot win and make a sweeping change in his life and career to move on to the next chapter of his life and with a completely new outlook. It will be a brand new beginning, a beginning that I doubt places him in the White House unless it is as the vice president of the Republican incumbent.
Astrology aside, reality suggests that it will be difficult to get the endorsement of his party when his views on important issues are much more liberal than they are comfortable with. Many of the tried and true conservatives in the Republican Party feel that they have gotten away from true conservatism in the Ronald Reagan sense. Giulianni certainly does not give them a comfort level in that regard. It is also hard to imagine America’s acceptance of his personal life with the marital scandal and so on.
For now, I will continue to stick with my prediction that the next president of the United States will be Hillary Clinton (see my essays on the subject in the archives here and at http://noeltyl.com/techniques/030729.html). Giulianni should move into the second career that is promised in his horoscope.
